We spoke with the Army Corps of
Engineers Real Estate Division on 11 March 2010 about COE dates for HAP
transactions. We confirmed the following with HQ in Washington DC
office as well. It was strongly suggested that we advise
ALL buyers and sellers that the DoD has
reaffirmed the commands of the Secretary of Defense, Robert Gates, that the
order of processing for HAP Beneficiaries is as follows:
1.
Wounded
Warriors
2.
Widows
and/or Widowers of Fallen Warriors
3.
BRAC Bases
(Does not apply to Luke AFB)
4.
PCS
(Permanent Change of Station) Beneficiaries with RNL (Report No Later Than)
dates of 2006
5.
PCS
(Permanent Change of Station) Beneficiaries with RNL (Report No Later Than)
dates of 2007
6.
PCS
(Permanent Change of Station) Beneficiaries with RNL (Report No Later Than)
dates of 2008
7.
PCS
(Permanent Change of Station) Beneficiaries with RNL (Report No Later Than)
dates of 2009
8.
PCS
(Permanent Change of Station) Beneficiaries with RNL (Report No Later Than)
dates of 2010 There are currently over 4,000 HAP
Beneficiaries being processed at the Western Region of the DoD in
Sacramento, by only small handful of HAP processors.
We were told yesterday, 11 March 2010, that 2010
RNLs are likely to close in 120 to 180 days or longer and while every one of
our HAP transactions will ABSOLUTLY close, the DoD made it perfectly clear
that there will be no guarantees of any “processing
time line” advanced by any of the three HAP Regional
Offices, located in Sacrament California, Ft. Worth Texas and Savannah
Georgia. |
